Կառավարությունը որոշում է ընդունել խաղողի մթերման գործընթացում խնդիրները մեղմելու մասին

Խաղողի մթերման գործընթացում խնդիրները մեղմելու նպատակով կառավարությունը կտրամադրի սուբսիդավորում հումքի գնման նպատակով տրամադրվող վարկերի տոկոսադրույքների համար։ Համապատասխան որոշումն ընդունվել է սեպտեմբերի 11-ին Հայաստանի կառավարության նիստում։

Վերին Լարս սահմանային անցակետում և Վրաստանում արտահանվող հայկական կոնյակի նկատմամբ իրականացվող ստուգումների պատճառով աճում են տրանսպորտային-լոգիստիկ ծախսերն ու իրացման գները, իսկ տնտեսվարող սուբյեկտների ֆինանսական եկամուտները նվազում են։ Բացի այդ, ստուգումների համար երկարատև կանգառների պատճառով տնտեսվարող սուբյեկտները երբեմն զրկվում են խմբաքանակները ժամանակին մատակարարելու հնարավորությունից, և եթե դա կրկնվում է, առևտրային ցանցերը սկսում են խուսափել տնտեսվարող սուբյեկտների հետ մատակարարման պայմանագրեր կնքելուց։

Որոշմամբ նախատեսվում են հետևյալ միջոցառումները.

եթե խաղողի գնման համար տրամադրվող վարկերի մասով տնտեսվարող սուբյեկտների գրավային ապահովման մակարդակը բավարար չէ, ապա կառավարությունը 2026 թվականի սեպտեմբերի 15-ից մինչև դեկտեմբերի 30-ը տրամադրում է մինչև 50 տոկոս չափով բյուջետային երաշխիք, սակայն ոչ ավելի, քան նախորդ տարի արտահանված արտադրանքի արժեքը.

2024 և 2025 թվականներին տրամադրված վարկերի համար, ծրագրին մասնակցող ֆինանսական հաստատությունների և շահառուների փոխադարձ համաձայնությամբ, կարող են տրամադրվել վարկերի մայր գումարի մարման լրացուցիչ արտոնյալ պայմաններ՝ 2026 թվականի սեպտեմբերի 15-ից մինչև դեկտեմբերի 30-ը, իսկ վարկերի մարման ժամկետները կարող են երկարաձգվել մինչև 6 ամիս, ընդ որում՝ յուրաքանչյուր վարկառու կարող է օգտվել վարկերի մայր գումարի մարման պայմանները փոխելու հնարավորությունից միայն 2024 թվականին կամ միայն 2025 թվականին տրամադրված վարկերի համար։

Մեկ այլ որոշմամբ վարկավորման ծրագրի շրջանակում խաղողի մթերում իրականացնող տնտեսվարող սուբյեկտներին տրամադրվում են բյուջետային երաշխիքներ։ Ընդ որում՝ տրամադրվող երաշխիքի չափը չպետք է գերազանցի ֆինանսական հաստատության տրամադրած վարկի գումարի 50 տոկոսը, սակայն ոչ ավելի, քան նախորդ տարվա արտահանված արտադրանքի արժեքը։

Բացի այդ, տրամադրվող բյուջետային երաշխիքի նվազագույն չափը կազմում է 100 միլիոն դրամ։

Բյուջետային երաշխիքները կարող են տրամադրվել առանց լրացուցիչ գրավի։ Վարկառուին տրամադրված վարկի մայր գումարի մարումը նախ և առաջ ուղղվում է բյուջետային երաշխիքներով ապահովված պարտավորությունների մարմանը։ Բյուջետային երաշխիքները տրամադրվում են առավելագույնը քսանյոթ ամիս մարման ժամկետով։

Տնտեսվարող սուբյեկտներից ստացված տեղեկությունների համաձայն՝ 7 շահառու պայմանագրեր է կնքել մոտ 80 հազար տոննա խաղողի գնման համար՝ շուրջ 12 միլիարդ դրամ ընդհանուր արժեքով։ Այսպիսով, ընթացիկ տարում խաղողի մթերման գործընթացն ապահովելու համար տրամադրված բյուջետային երաշխիքների հայտերի ընդհանուր արժեքը գնահատվում է մինչև 6 միլիարդ դրամ։

Շահառուները պետք է ունենան մինչև օգոստոսի 1-ը ստորագրված պայմանագրեր և գնման գործընթացն իրականացնեն անկանխիկ ձևով։
